Quarantine: recreational outings will have a time limit and will be at the discretion of each province

The national government made official this Sunday with a decree the continuity of the quarantine and empowered the provinces to enable the recreational outings that the president had advanced on Saturday Alberto Fernández.

Through a DNU, the social, preventive and compulsory isolation until the next May 10. Article 8 establishes the new recreational outings It will include the entire population, including risk groups.

“People who must comply with the ‘social, preventive and compulsory isolation’ will be able to carry spreading outlet, for the benefit of psychophysical health and well-being, without leaving more than FIVE HUNDRED (500) meters from your residence, with a maximum duration of SIXTY (60) minutes, in daytime and before 20 hours”, Establishes the decree.

The standard specifies that to comply with the recreational outlets “the neighbors they will not be able to use public or vehicular transport“and they must keep a physical distance between pedestrians at all times”not less than two meters, except in the case of boys and girls up to 12 years old ”who must be accompanied by a senior who lives at the same address.

“In no case may agglomerations or meetings be held and the general instructions of the health authority must be complied with, ”states the text and clarifies that the authorities also recommend the use of a mouth, nose and chin cover or a homemade chinstrap.

The responsibility for authorizing recreational outings will remain in the hands of each provincial authority and the City. For this, they must attend “the epidemiological conditions and the risk assessment in the different departments or parties of the jurisdiction in their charge, may even determine one or a few days to exercise this right, limit its duration and, eventually, suspend it in order to protect public health ”.

Exceptions in the new stage of quarantine

The decree mentions the possibility of making social isolation more flexible in different parts of the country that meet different requirements.

The jurisdictions that want to enable activities must respect the following epidemiological parameters: the case duplication time confirmed coronavirus should not be less than 15 days, the healthcare system must have sufficient capacity to respond to potential demand, there must be a positive evaluation of health authorities regarding socio-health risk in relation to population density and the proportion of people excepted may not exceed 50% of the population.

These rules will be in force for locations with less than 500 thousand inhabitants. In this way, the Federal Capital, Greater Buenos Aires, La Plata, Mar del Plata, Greater Córdoba, Greater Rosario, Mendoza, Greater San Juan, Salta, Santa Fe and Greater Tucumán-Tafí del Valle are excluded.

The decree also establishes that in the jurisdictions where exceptions are established, “prior to this, an operating protocol to comply with national and local health and safety recommendations and instructions. ”

AND the teaching of face-to-face classes should not be enabled at all levels and modalities; public and private events (social, cultural, recreational, sports, religious and others); shopping malls, cinemas, theaters, cultural centers, libraries, museums, restaurants, bars, gyms, clubs and any public or private space, and tourist activities, parks, squares and the like.
