“In these few days there are already 100 different rules from different organizations, some unregulated, others illogical that later had to be modified.”
The claim is from an accountant, but it is replicated in all the tax, labor and legal advisers who try to understand the multiplication of decrees, resolutions and provisions that affect the actions of companies.
An example was what happened in recent days with resolution 219 of the Ministry of Labor (of March 20). This rule established that the employees who were at home, unable to work, should receive a non-remunerative sum (without paying contributions) and those who did work, received the normal salary.
In practice, this implied that the latter received less pocket money.
For days, the professionals in charge of salaries have been looking for “creative” ways to liquidate March. Yesterday, Trabajo came up with another resolution (279) that repealed the previous one at that point (and resolved the problem), but with retroactive effect to March 20. The wages paid will have to be liquidated again, which generated unease among the accountants.
Given this, the federation that brings together the Professional Councils in Economic Sciences of the country sent a letter to the head of the Cabinet, in which he remembers the measures he suggested in a previous letter and calls for comprehensive measures to “avoid repeating situations such as those originated in the dictation of norms that later are modified or repealed with retroactive effect ”.
Beyond this situation and among the numerous requests, José Simonella, president of the CPCE Córdoba, highlights the postponement of maturities: “They should have already been run, because in this situation it is difficult for taxpayers to comply.”
“It is not only an economic burden, but also a formal one. There is a great contradiction between what the Government asks about respecting isolation and that, at the same time, none of the obligations with the Afip be removed. In addition to not having money, professionals do not have all the necessary information ”, he stresses.
He added that while the extension of the moratorium is positive, companies that do not have the capacity to pay “do not care about the past, but what is due now.”
He also demanded “that professionals be considered within the group of those in need of help, both in reducing the tax burden for monotributistas and self-employed, and for studies with personnel in charge.”
