INPE suggests that those convicted of robbery use electronic shackles

To avoid overcrowding in prisons, they propose the use of electronic shackles for those sentenced to no more than 2 years in prison.

He National Penitentiary Institute of Peru (INPE) He proposed expanding the use of Personal Electronic Surveillance (VEP), through electronic shackles, to people convicted with less than 2 years in prison, as a measure to reduce overcrowding in prisons throughout the country.

Javier Llaque Moya, president of the National Penitentiary Council (CNP), presented this suggestion during the decentralized session of the High Level Metropolitan Commission for Citizen Security.

The content of the proposal ensures that the shackles electronic They can be applied to people convicted of the crimes of robbery, aggravated robbery and patrimonial crimes. These crimes do not exceed two years in jail.

penitentiarya sentence of one or two years does not make sense, because there is no professional prison treatment to achieve a measurable result”, he sustained.

According to the specialist, the overcrowding penitentiary It affects citizen insecurity because it prevents the entity from applying optimal security measures.

For this reason, he suggested that the law be modified so that in all cases the doomed to no more than 2 years in prison only use electronic shackle.

“Our proposal now is that the application of the Personal Electronic Surveillance be automatic and mandatory, not through an evaluation of the INPE or the jurisdictional power of a judge, but that the law clearly establishes in which cases the shackle must be applied”, he said.

He clarified that the former presidents of Peru investigated for money laundering would not agree to this possibility. In other words, former presidents Alejandro Toledo, Alberto Fujimori, Pedro Castillo, Ollanta Humala or Pedro Pablo Kuczynski could not serve their sentences using an electronic shackle.

“No way. For the crimes for which they are being prosecuted, the shackle does not apply. It would only be for crimes of minimal harm. For now, our proposal is for processing by crime of theft; that is, when one’s cell phone is stolen from the jacket or bag. In addition, for those sentenced to a sentence of no more than two years. This is our initial proposal and little by little we will increase it if we demonstrate the efficiency of this electronic surveillance, ”he explained in RPP Noticias.

As is known, recently the National Penitentiary Institute (INPE) installed a electronic shackle to Melisa González Gagliuffithe economist sentenced to six years in prison for running over and killing, in October 2019, Joseph Huashuayo and Christian Buitrón on Javier Prado avenue.

This system of Personal Electronic Surveillance (VEP) it was implemented in 2017 and only 45 prosecuted or convicted convicts currently use it.

It is known to be installed at the height of the ankle of the prosecuted or sentenced person and that works with a GPS. In addition, it weighs almost 200 grams and is made of anti-allergenic and waterproof material.

Inside there is a chip that records the data of locationwhich are sent to a monitoring room.

Person processed or sentenced must pay 800 soles per month. If you break, manipulate or damage the electronic shackle, the control center will receive an immediate alert to react.

“The placement of said device involves giving the user an induction talk on the proper use of it, as well as the details of the rules of conduct,” reported the INPE.
