How to process the new certificate to circulate in quarantine

The national government, through the Ministry of the Interior, launched this Sunday the “Unique Enabling Certificate for Circulation” (CUHC), in the framework of the emergency by Covid-19, which will come into force from its publication in the Official Gazette. Further, it will have the character of a sworn declaration for the applicants, so the eventual falsification of data “will give rise to sanctions that are applicable according to current regulations”.

Through this tool, developed jointly between the Interior portfolio and the Ministry of Cabinet Head of Public Innovation, citizens reached in the exceptions provided for in Article 6 of Presidential Decree 297/20 will be able to validate their situation, and its modifying and complementary norms, as well as those exceptions to the “social, preventive and obligatory isolation” that are established in the future.

In this regard, the Interior Minister, Wado de Pedro, stressed that “After the decree that established preventive social isolation, it was necessary to have a unified system with a single criterion for issuing circulation authorizations throughout the country.”

As they explained from the Interior portfolio to Infobae, “the authorities will have some flexibility during the first days” until all essential personnel have had time to complete the form and download the permit. However, they clarified in the short term the CUHC will be the only permit to circulate and other permits, such as the one issued by the Buenos Aires Government, will no longer be valid.

Said certificate is validated through the “Distance Procedures” (TAD) platform, entering https://tramitesadistancia.gob.ar/, and will be exhibited at the request of the competent authority when driving on public roads, together with the National Identity Document.

Who can request it

Those who can request the exception include health workers, migrations, the Armed Forces, firefighters, meteorological service; those that participate in the chain of production, supply, storage or distribution of food and / or pharmaceutical products; and those who carry out their work in basic service companies (electric power, gas, waste collection and others).

Other essential activities that are included are the highest authorities of the governments (national, provincial, municipal), people who work in financial entities; in production, storage, transportation, distribution or sale of fuel; surveillance, laundry, garbage and press and communication services; assistance of the elderly and funeral service personnel, among others (the 24 exceptions of the mandatory quarantine decree).

On the other hand, those who must move due to force majeure will be exempt from the obligation to process the CUHC, so in this case they must prove the exception to “social, preventive and compulsory isolation” with reliable documentation that proves the reasons for their circulation on public roads.
