With phases that will last seven days, there will be a tentative schedule for the return of bars, restaurants, shops, school and physical activities
Although the latest figures of the pandemic increased worryingly with 84 deaths and more than 4,000 infected in the last 24 hours, the government of the City of Buenos Aires has on schedule a schedule for the return of bars, restaurants, shops , shopping malls and even schools.
This is an agenda that is not official and that will depend on the evolution of the pandemic, on the caution of the Buenos Aires authorities to make the measures more flexible or not, and on the need to recover the economy. In any case, the idea is to reopen with phases that will be announced every seven days starting next week and that will end in mid-October or early November.
In other words, no longer with two-week terms, as has been the case up to now from the measures that the national government has been taking since the quarantine was announced on March 20.
In fact, the head of the Buenos Aires government, Horacio Rodríguez Larreta took this folder to the meeting that he had with the president, Alberto Fernández, and with the Buenos Aires governor, Axel Kiciloff, in Quinta de Olivos, with the aim of sharing it with his colleagues in meeting. However, the increase in cases of contagion and deaths that occurred during this day, and which became the historical peak for now, forced the official to keep the folder until further notice.

Towards the new normality: this is the schedule
Anyway, the schedule would start with the Phase 1, from the next July 20 and which will include for the next few days the return of the runners, local shops, neighborhood galleries in areas considered “non-conflictive” or with less movement of people, removals and daily recreational walks for children and adolescents.
Then, from July 27 the Phase 2 of the new normality that, to the flexibility already put into operation, recreational walks for adults will be added during the weekends.
You can also go to the libraries but only for the removal of books and without staying in the establishment.
Shops located in high traffic areas will be added; industries considered non-essential; professional emergency activities and dog walkers.
From August 3 the Phase 3, which will add daily recreational rides for adults; an increase in the permitted capacity of cultural spaces that will increase from 10 to 20 people; the construction of works that are completed in 30 days; and psychologists.
According to this tentative schedule, the return of teaching and non-teaching staff will be allowed to begin preparing schools and educational spaces, bearing in mind that classes in the Federal Capital could be resumed in the next phase in a very limited and restricted for the last years of study.
In the Phase 4, which will start on August 10, the religious temples will be enabled for “individual prayer” activities; You can do any kind of physical activity, in addition to a new increase in the capacity of cultural spaces for up to 30 people and the return of hairdressers. As for classes, the last grades of each educational level will return.
In this period gastronomy will return in outdoor spaces and with disposable materials, which generates mixed feelings in the sector since it will allow a certain return to normality but they will have to invest in this type of sanitary protocols.
It is one of the sectors hardest hit by the quarantine and in which 75% of the restaurants and bars across the country, which employ around 650,000 people, are “on the verge of bankruptcy.”
This is alerted by a report by the Gastronomic Hotel Business Federation of the Argentine Republic (Fehgra), with which the camera supports a request for the Government to urgently sanction a law that declares the Economic Emergency of the sector.
The Phase 5, will transit from August 17 when the shopping malls will reopen under the “take away” modality. It is another of the commercial sectors hit hard by measures to combat the virus.
In fact, the business chamber that groups shopping centers has already prepared a health protocol to resume activities that have already been released in other provinces such as Mendoza, Salta and Tucumán, where shopping and commercial galleries are already operating.
Measures include verification of temperature at the entrance, carpets that are treated with sanitizing products, control of distance and use of chinstrap by security personnel.
There will also be gel alcohol in the corridors and in the sectors where lines form, the distance on the floor will be demarcated, adding disinfection for railings and elevators.
Visits to the Botanical Garden and Ecological Reserve will also return in this phase, and in cultural spaces the limit will be extended to 40 people. In parallel, the car washes and driving schools will return to activity, as well as the opening of more grades in primary schools.
The schedule comprises 12 phases until reaching the “new normal”
For the Phase 6, which will begin on August 24, the return of social gatherings outdoors or in closed spaces is expected for up to 30 people; as well as the return of federated sports training.
You can go to the cinema but the rooms must work with 50% of the occupancy capacity to respect the distance measures.
In this period it is expected that the classes will be standardized and that construction will be allowed on works of up to 5,000 square meters.
In the Phase 7, from August 31, the rule that requires all passengers to sit in public transport will be reviewed, which is also applied with the aim of applying social distancing.
The stage also includes amateur individual sports and resident domestic services, as well as the opening of the playgrounds and the Ecopark or former Buenos Aires Zoo.
Refering to Phase 8It will begin on September 7 with the return of the commercial theater with rooms at 70% occupancy, and the outdoor gyms. The provision of therapies for children with autism is also planned.
For the Phase 9, which will begin a week later, the religious faithful will be allowed to return to the celebrations in tempos with up to 80% capacity.
In that week, the shopping malls will open normally and non-essential procedures can be carried out.
In the case of Phase 10, which will begin with the arrival of spring, on September 21, federated sports would be resumed but without an audience, and protocols for the return of activities with an audience of up to 1,000 people will be discussed.
It is also possible that gastronomic businesses are enabled in the interior rooms with 50% of the capacity, as well as all professional activities, construction and medical care that does not require an emergency.
For the Phase 11 From September 28, there will be a place for amateur group sports, visits to the nursing homes, domestic service, and gyms.
Will follow the Phase 12, from October 5, when mass events, social gatherings will normalize, nightclubs will be enabled, retirement centers will reopen and 100% of gastronomy and hotels will return.
