China has an “obligation” to participate in the disarmament negotiations that Russia and the United States restarted on Monday, said US negotiator Marshall Billingslea.
China “is clearly uncomfortable. It has an obligation to negotiate in good faith with us and the Russians,” Billingslea said in Vienna, where these negotiations are taking place. With his absence at this meeting, “China faced not only the United States and Russia but the entire world,” added the US diplomat.
