The Chief of Staff specified some criteria to grant the benefits of the Emergency Assistance Program for Work and Production (ATP), which implies state aid for the payment of wages in the private sector.
This Wednesday was published in the Official bulletin Administrative Decision 591/2020, with recommendations of the special committee created to advise on this program, which defined different conditions for companies with more or less than 800 workers.
The conditions to access the complementary salary for April, for an amount equivalent to 50 percent of the net remuneration, are as follows:
Items. The employer must carry out some of the activities established in the list that the committee published days ago.
Sales It was specified that the nominal billing between March 12 and April 12, 2020, may not be increased compared to the same period of the previous year. With inflation hovering around 50 percent in these 12 months, this implies that, at least, sales must have fallen by a third in real terms.
Employees. Those companies that have up to 800 female employees in a dependency relationship as of February 29, 2020 (with layoffs until April 30) will have no additional requirements.
Larger employers will also have other conditions:
- Your financial situation will be evaluated based on the information gathered on the Afip website for the ATP program.
- They will not be able to distribute profits for the fiscal periods closed from November 2019.
- They may not repurchase their shares, directly or indirectly.
- They will not be able to carry out operations to buy dollars through the Exchange, neither in the local market (MEP) nor abroad (with liquidation).
- Neither may expenses related to countries considered non-cooperating or with low or no taxation be drawn.
The state aid amount of the supplementary salary will be 50 percent of the net remuneration received in February 2020, with a floor of one and a cap of two minimum wages, vital and mobile. To calculate the net, 83 percent of the gross salary will be taken.
The money will be directly deposited by the Anses in the workers’ salary accounts.
For this, the employer must inform the CBU of each one on the Afip website.
On the other hand, the committee established that the benefit of the reduction of 95 percent of the employer contributions destined to the Argentine Integrated Social Security System (Sipa) will be added to the complementary salary.
It will be granted to the activities expressly established in a list that is attached to the provision.
Among others, it includes: services related to tourism, shows, entertainment, artistic and sports activities, social works, health insurance, emergency service, medical care, dentistry, diagnosis and others related to health, care for children, women and the elderly. , among others.
