Officials acknowledge technical and interpretation problems of personal data, which will be reviewed. Expected to enlarge the list of beneficiaries

More than two weeks after making the announcement, the agency headed by Alejandro Vanolli finished in the last hours of processing more than 11.4 million applications for Emergency Family Income, a benefit intended for people who work in informality, live on Changas or directly ran out of income from quarantine and who do not receive social plans, with the exception of the Universal Child Allowance (AUH) and the Pregnancy Allowance.

To know the result, those registered whose process has been approved must enter this Saturday’s website ANSES by DNI termination with your Social Security Code and they must indicate the CBU from your bank account to receive payment from the IFE. In this way, the operation will be activated so that the extraordinary aid can be accredited and collected. If they do not have a bank account, they will be able to use alternative methods, such as the use of virtual wallets, code-less and cardless payment points (Cash Point at Link ATMs or the DNI Account of the Bank province) or receive the money at a branch of Correo Argentino (See schedule).

In principle, the Government had planned to grant the benefit to 3.6 million people. The calculation included 2.4 million AUH holders, who already received the emergency subsidy without having to register. But the demand exceeded expectations and ended up scoring 25% of the population. These are people who cannot pay the bills or who have lost their source of income. Therefore, it is evaluated to expand the universe of beneficiaries to a total of 5 million, taking into account that it is an income per family. In that case, one out of every two enrollees would be rejected and the cost would reach $ 50,000 million.

“The process is over, but we still do not have the number of beneficiaries,” official sources confirmed to iProfesional. For these hours, the authorities are evaluating the possibility of extending the benefit to May and reviewing thousands of denied cases. For example, those who could not meet the requirements due to the outdated database of ANSES. That would be the case of someone who had a formal income in February, but who became unemployed in March and appears as a registered employee in the agency.

“It will be reviewed but it will be analyzed after the payment of this first stage,” they explained to this medium from the government.

In recent weeks, thousands of people had difficulty registering, a claim that was reflected on social networks, the hotline 130 and the Ombudsman of the City. The huge number of interested parties caused the collapse of the ANSES website, so the authorities extended the registration period until Thursday of last week. In many cases, on the other hand, the enrollees found that the application was rejected for not complying with any of the requirements. This happened, for example, with those who already had another income in the family group.

One of the requirements of the program is to be an informal worker, private house staff, social monotributista and monotributista of category A and B. It is also necessary to be a native or naturalized Argentine resident, with a legal residence in the country of not less than two years , be between 18 and 65 years old, and have no income from a job in a dependency relationship, be a category C monotributista or higher, or from the self-employed regime. Another exclusion criterion is having an unemployment, retirement, pension or retirement benefit, and social plans.

In other cases, applicants came across a message saying “your application is being analyzed.” This means that the procedure is under observation, since ANSES carries out “socioeconomic and patrimonial evaluations based on objective criteria in order to corroborate the situation of real need of the individual and his family group”.

For this, the agency crosses data with AFIP, the banking system, Property Registry and Automotive. This responds to another of the criteria or filters, consisting in that the beneficiary does not own a car of a certain value or boats, or the card consumption does not exceed a certain amount. Otherwise, the bonus can be denied.


Main reasons for rejection

Given the enormous number of claims, ANSES enabled the mail [email protected] in order to evaluate case by case. This Monday, also, an attempt will be made to correct the problems that occurred with line 130, which at times was out of service. Regarding the reasons for the complaint, the officials identified three types of complaints during the data processing, of which, in principle, an answer will be given to those related to the ANSES bases.

The problems are related to errors in data loading, program limits, and AFIP filtering.

1) Technical problems

One of the most common inconveniences was registered when loading personal data such as ID, name and surname or CUIL. This list includes those who have the first or last name incorrectly registered, or whose document number does not coincide with that of the CUIL. In other cases, for example, there were those who were excluded from the benefit because the owner did not enter the date of birth in My ANSES and the system assigned them by default the year 1901, so the owner appeared at the file at the age of 119 years, above the 65-year limit.

The idea is that this failure can be solved by the system by crossing data with RENAPER automatically or by asking people to correct the data in Mi Anses. “A conclusion of this is the importance of having updated the data in AFIP, ANSES and RENAPER”, explain the technicians.

2) Program limits

The design of the program imposed limits on the universe of beneficiaries. One of the most frequent complications was that of domiciles. If two people live together and one of them does not meet the requirements, they are excluded from the benefit since the benefit is by family group (parents, spouses and children). For example, a married couple who lost the bulk of their income and one of the members is a self-employed person should qualify to receive the benefit. But if the other member receives a formal income, they are excluded. “Thus there are a lot of cases, it is no longer a technical error but the design of the program,” they say in the government.

A second problem is that many people did not update their data. For this reason, those who lived together in the past and separated without changing their place of residence or marital status, were rejected because one of the two appeared with a formal source of income.

The same occurs if someone in the group receives a retirement, a social plan other than the AUH. This generated, for example, that a person who moved from his father’s home and did not update his personal data, did not apply because his parent receives a retirement pension. Those families without income who live on the same land also had problems, something quite common in the most humble neighborhoods.

Another drawback that arose in the claims is due to the occupational status of the enrollees. One of the criteria is that the beneficiary does not have a registered job. The problem is that many people lost their jobs in March and ANSES checks the data against the February records, so when they signed up they appeared as if they were still employed. For this reason, the agency has already received requests from other areas to reconsider those cases in an eventual second call.

3) The AFIP filter

One of the reasons why it is also expected that there will be many rejections is due to the level of wealth or consumption of the enrollees. This caused many requests to be observed. The Government anticipates that owners of vehicles valued at more than $ 400,000 or who have incurred expenses on their debit or credit card greater than $ 30,000 per month on average, will not be able to access the Emergency Family Income, even when they may be in need of it. That is another of the claims that emerged in the last hours and that the authorities could get to review.


How to finish the procedure

ANSES reported in the last hours the schedule to complete the process to access the voucher. The order of admission will be as follows: Saturday 11, ID holders ending in 0 and 1; Sunday 12, the DNI beneficiaries ended in 2 and 3; on Monday the 13th, the DNIs ended in 4 and 5; On Tuesday the 14th, the DNIs ended at 6 and 7 and on Wednesday the 15th, the holders of the DNIs ended at 8 and 9 must enter.

In the case of those people who prefer to charge by other means of payment, ANSES informs that they will be able to choose them from Thursday the 16th by also entering the website and following a series of instructions that will be announced this week. At the beginning of next week, the closing date for this procedure will be specified.

Meanwhile, those who cannot register with CBU in the first registration phase from April 11 to 15, may also do so in the registration phase for unbanked beneficiaries.

In addition, ANSES will announce in the next few days the IFE payment schedule with all the dates and collection options.

Finally, once the payment of the IFE to the applicants already approved has been completed, an instance will be opened to reconsider those cases that were not approved due to uninformed changes to the body in the work or family situation of those people or, also , for lack of data.
